Duluth, Minnesota.

Sir:
Acknowledgement is made of your communication of the eleventh of March with reference to Mr. Gilbert H. Stephenson committed to the Minnesota State Prison for participation in a riot in your city.
At the present time Mr. Stephenson has no application before the Board of Pardons nor can his case be heard until formal application is made, but should he file such application, you may sure the information and recommendation contained in your letter will receive the careful consideration of the members of the Board.
