The Associated Charities,
Duluth Minnesota

Gentlemen:

Carl John Hammerberg #5148 was received January 8, under sentence of 0-5 years for the crime of Instigating a Riot. This man lived with his mother, Mrs. Betsy Hammerberg, at 431 N 16th Ave., Duluth. There is a sister there who has been deserted by her husband and who is pregnant. Hammerberg claims to have been the principal support of his mother and sister also. Under the circumstances this would be a proper case to com within the County Allowance law and would like to have a report from you of the case.
